As Executive Director of Central Illinois Health Information Exchange (CIHIE), Joy Duling oversees daily operations of the nonprofit organization. She has orchestrated the planning process in Central Illinois since its inception in mid-2009. In 2010 and 2011, Duling simultaneously served as Project Director for the Illinois Health Information Technology Regional Extension Center (IL-HITREC) Central Region Satellite Office.
Prior to becoming involved in the healthcare field, Duling was the Program Manager for the Illinois Department of Children and Family Services' Office of Research and Development and she played a key role in the planning and implementation of Illinois' Statewide Automated Child Welfare Information System.
Duling holds a Bachelor's Degree from Eureka College and a Master's Degree in Social Work with emphasis in Policy, Planning and Administration, from the University of Illinois.

Jennifer Routzon is responsible for privacy and security within the organization. She is also responsible for setup within the HIE. She manages help desk support and is the subject matter expert for end users. Routzon brings many years of information technology supervision, application development, help desk support, documentation creation, training, and end user support. Most recently she was the Ambulatory EHR Implementation Supervisor at Corporate OSF St. Francis Medical Center.

Lauren Wiseman is working with participating organizations, physicians, and clinics to facilitate implementation and effective adoption of HIE. Wiseman offers more than 30 years of nursing experience, most recently a clinical informatics specialist at Dr. John Warner Hospital in Clinton. She earned her Bachelor of Science in Nursing from Maryville College and MSN from Duke University.
David Trachtenbarg, MD

Dr. David Trachtenbarg is the Chief Medical Informatics Officer (CMIO) for Central Illinois Health Information Exchange and the Medical Director for Evidence Based Medicine at Unity Point Health - Methodist. He received his M.D. degree from the University of Illinois in Chicago and completed a Family Medicine Residency at Methodist Medical Center in 1975. He has taught in the University of Illinois College of Medicine Residency in Family Practice from graduation to the present and is currently a Clinical Professor of Family Practice.
He has been involved with informatics since his residency and was the Medical Director for Information Technology in 2003 and helped deploy an office electronic medical record system to all Methodist offices, a physician computerized order entry in the hospital, physician portal, patient portal and other informatics projects. Dr Trachtenbarg also has a strong interest in health systems and disease management.
